ACCOUNTABILITY FOR KOSI FAILURE

IT IS NOT A MATTER WHO IS RESPONSIBLE, BUT THE FACT IS THAT HOW TO HANDLE THE SITUATION AND TO SAVE SO MANY LIVES RAHTER THAN BLAMING EACH OHTER.
INDIA IS A COUNTRY WHERE PEOPLE ARE SO GENEROUS TOWARDS AGGREIVED, BUT LACKING SYSTEM MAKES IMPOSSIBLE TO REACH THE NEEDY

we have to build relations with our neighbours to ensure that our own interests are protected. one broken dam in Nepal (a freindly nation) and see what happens in our country. it is the right time to make our strategy on the dam being built by china in tibet on Satluj. why cant we think of ingeneous ideas to built & operate dams in Nepal with Nepal contributing by way of land and India by way of capital investment in the dam and purchase of all the power produced. this is a win win situation for both countries. if India fails to convince a small freindly neighbour about this win win situation then it is a big failure of the indian diplomacy. it is then clearly infered that the big acheivements of the indian diplomacy in the N-deal are actually the acheivements of American diplomats, in their own interest. we must firt see and protect our national interests nearer home.
why cant we enrich the nepalese democracy with the investment galore in that country from india to ensure that Nepal grows along with India by sharing the abundantly available natural resource of Hydroelectric power and its offshoot in the form of Canal system.

It is rightly said that charity begins at home so instead of going to our neibouring counteries,we should try to plunder the resources of Indian heritage. India is a land of rivers where multi purpose valley projects are reffered to the temples of mordern India. We should try to use technical methods and mordern techniques with which we can best utilize river water
moreover diverging canals and induation lakes with a view to save precious resources & life of many innocent people.
